So, in my case installing the windows 10 ( not using the restore or reset function available in surface pro 4) but with the windows 10 installation media creation tool helped me fix my problem. After the windows 10 installation was successful, everything is working fine (FOR NOW). Then installed the windows 10 using it as it does not need any usb. So, I went and downloaded the Windows 10 installation media creation tool from the windows website. I have windows 11 installed on my surface. The thing was, I had only restored my surface pro multiple times thinking it would bring it back to the initial state. I further tried installing ubuntu with no usb drive but the same problem persist. I initially thought the issue was hardware related but the keyboard and usb port would still function in the bios. ( Those who had the same issue, would be able to understand.) There were countless post about this very issue but every advice was just not working. And there were some fixes that required to add or delete files inside registry. Unfortunately, uninstalling and reinstalling the usb driver does not fix the problem. This disables the bluetooth and usb port and thus the only input that remains is touch. I had a long on going battle with this issue on my Surface pro 4 where there is an yellow exclamation mark that appears on the USB driver inside device manager.
